The final round of reviews are occurring with Plan Commission in late June and City Council reviewing on July 21/22. Reps from our neighborhood were opposed to the tentative plan, which was all NR zoning, and spoke on 7/21/25 to support an amendment Councilman Brewster will present on 7/22/25. We thank all the neighbors who helped write council members. We are disappointed Plan Commission was not more curious or thoughtful in their vote.
March 2025

ABOVE: Recent progress is that several areas were up-zoned to reflect the neighborhood’s need for further gentle density, but also to protect homes in vulnerable areas near downtown
After multiple meetings, including with Zoning at the city, it was determined that we have made good progress, but more work is needed. The executive committee and the zoning taskforce and steering have recently met and a letter drafted to ZPAC which we will share at our next April 9th meeting.
The ZPAC will meet for the last time on May 5, 2025, to review final revisions to the draft Land Development Ordinance (LDO) before it goes through the pre-adoption community outreach process. The public is invited to provide feedback at the beginning of the meeting to ensure the ZPAC can consider all input before its members vote to recommend the LDO for adoption.

January 2025
January was a busy month for Executive Committee and Zoning people. We were asked by Ned Noel, City Planner to review the changes they made to the Century Zoning Update based on a letter we had sent back in June..
We had a good interchange with the staff, and have responded with our questions. There will be another public zoning meeting following the presentation by the committee on February 17th at the Senior Center.

At their 10th meeting, the ZPAC will discuss final edits of the complete Code before it is brought to the public for pre-adoption outreach and engagement. Immediately following the ZPAC meeting, the City is hosting a public open house. All members of the Eau Claire community are invited to stop in anytime between 6pm and 7:30pm to learn more about proposed changes to the City’s land development regulations and to ask questions and provide feedback to the City and consultant team.

November/December 2024
We attended the ZPAC meetings, met with our TWNA Zoning Taskforce, scheduled a meeting with a city council rep, engaged in conversation with Aaron Brewster our TWNA City Council Rep, and Ned Noel, City Planner. This process will continue in to 2025.
October 2024
October 30th will be the date of our meeting. Emily Berge will come and answer our questions about the role Council plays in the Century Updates. (zoning) She will also present things happening that are relevant to our neighborhood. Because the voting won’t occur until the late summer or fall of ’25, we have plenty of time to share concerns, and work with the city on a plan.
September 2024
Executive/Zoning will attend the Landmarks Commission Meeting on Sept. 9th, we have had two meetings since the August 19th ZPAC Meeting, and are in communication with Ned Noel, City Planner about our concerns. As discussed at our annual meeting on Sept. 18th, we will be drafting a set of guidelines for ZPAC to deal with unique historic neighborhoods like ours. The City Planning Office will help us draft the wording on it to be workable with the new coding. The new Century Code won’t be voted on by City Council until later summer 2025. We have appreciated the willingness of the City Planning Office to listen to our concerns.
July/August 2024

After multiple task force meetings, a ride around with the City Planners AND our March and April meetings with this as our focus, we shared our collective thoughts from TWNA with the City Planners on June 10th:


May 2024
The TWNA Exec. Committee did a “ride along” with our city planners looking at both our neighborhood, and the Randall Park neighborhood. Come to the June meeting to learn more about what we learned. Please remember it is important to dialogue with city council members, especially our member Aaron Brewster, so we can help them ask the questions that are important to us.
April 2024
We had a great turnout again for our discussion with city officials on April 10th. See minutes here with our questions and their answers. The take-a-way from this is we must stay involved in the review process. The Zoning overhaul will be voted on at the end of 2024. We will be definitely communicating with the city as an organization, but using the links below, you can see the city pages on ZPAC and follow along yourself.

Please review our presentation, and also look at the interactive maps (you need to scroll down inside the box with the photo of the city) that are on the Zoning website that the consultants were paid to produce. February 2024
Neighborhoods are invited to attend the next public open house on Monday, February 19th from 6:30 pm to 7:30 pm. at the Library, on the third floor.

There will be information about the new zoning districts and land use images/standards to review and to ask questions and provide input. An interactive proposed zoning map and the draft code text was released on February 9th, and you may view the proposed changes HERE, they will be presented at the Open House.
In the same location at the library, the City Council and Plan Commission will meet before the open house from 4 pm to 6 pm for their next Zoning Policy Advisory Committee (ZPAC) meeting. You are also welcomed to attend to listen into their discussion. Immediately after the ZPAC meeting, the public is also invited to share their input on the proposed zoning districts and allowed uses at an open house (6:30PM to 7:30PM, February 19th at LE Phillips Library, Riverview Room, 3rd Floor).

January 2024
A volunteer committee has been formed with Vice Chair Jim Erickson heading it. All are welcome to help determine the feedback we wish to give the city from our neighborhood.
Use our contact form to send us an email if you’d like to possibly be involved in the committee. This committee will be charged with providing some preliminary feedback and questions to City Council before their Feb. 19th meeting that is a Zoning-focused meeting at the Library.

On Dec. 18th, the Zoning Policy Advisory Committee (ZPAC) reviewed, refined, and discussed the existing ordinance diagnostic report and preliminary recommendations memo with Eau Claire staff and the consultant team. They are now posted on the project website for public review and comment. Here is that link.

December 2023:
Things being discussed were Accessory Dwelling Units (ADUs) and “Gentle Density” where some lots may be re-zoned to allow the owner to place additional units on their property. This is not a decision, but concerns us, as guidelines must be written so these new structures MUST add to the character of the neighborhood. We will keep the neighborhood apprised of ANY meetings or opportunities for input.
On November 7th several of our executive committee and interested residents were invited to attend a Zoning Discussion at Banbury place. This involved neighborhoods including Eastside Hill, Randall Park and Third Ward, in addition to realtors, builders, city staff and other neighborhood leaders.
